Lembaga Pembiayaan Perumahan Sektor Awam (LPPSA) is a government housing loan scheme exclusively for public sector employees. It offers financing at 4% fixed interest — lower than most bank rates and guaranteed not to fluctuate with market conditions.

The key advantage: 4% fixed rate guaranteed for the entire loan tenure. Bank rates fluctuate with BNR/BLR and can increase. In a rising rate environment, LPPSA borrowers are protected.

Maximum financing: LPPSA offers up to 100% financing for the first property — no down payment required. Banks typically cap at 90%.

Maximum tenure: LPPSA allows up to 360 months (30 years) or until you reach age 65, whichever comes first.

When LPPSA Wins

Banks occasionally offer promotional rates below 4% for the first few years (teaser rates). If you plan to refinance or sell within 5 years, a lower teaser rate could save money short-term. Bank processing is sometimes faster. Some developers partner with specific banks for smoother transactions.

For Condo Buyers Specifically

LPPSA does finance condominiums and apartments — not just landed property. The property must have individual or strata title. The property must be for own occupation (investment properties have different rules). The application must be submitted before the SPA expiry period.

If you’re a government employee buying your first home: use LPPSA first. The 100% financing at 4% fixed is the best home loan deal available in Malaysia — full stop. No bank can consistently match these terms.
